Rent cap policy has been implemented in Abu Dhabi late 2006, in an attempt to curb surge in rental prices. Since then, it has been successful in protecting existing tenants from high rent increases, but new tenants (especially those moving to old units) were not protected due to lack of tenants’ registry that allows for effective monitoring of new contracts. After reaching unsustainable high levels in 2007-08, rental prices started to decline since 2009, as shown in the Chart.
